Elections Business Analyst
The North Carolina State Board of Elections is a state agency tasked with the administration of laws pertaining to elections and campaign finance. This position will support the NC State Board of Elections’ (NCSBE) requirement to fully modernize and replace the current Statewide Election Information Management System (SEIMS). The new applications will replace legacy capabilities and also automate manual business processes for major components.

The Elections Business Analyst will act as a consultant to:
• Elicit and document business needs by using a combination of document artifacts and verbal and diagrammatic input from business subject matter experts.
• Assess the current state of a business process and identify attributes that can be improved
• Identify and document use cases or usage scenarios
• Identify process and information dependencies and conduct impact analysis
• Advise IT and business stakeholders on pros and cons for different solutions
• Gain consensus between stakeholders for new processes
• Produce BPMN process flow diagrams using MS Visio
• Produce business requirement and user story documentation using MS Word and Excel
• Perform other duties as assigned to complete project tasks and requirements

RESPONSIBILITIES:
• Creating documentation that reflects business expert input and is suitable for use by developers
• Gathering, refining and documenting detailed business requirements
• Documenting ‘as is’ and ‘to be’ business process flows
• Create and review Business Rules, Functional Requirement, Process Flow, Use Case, and User Story documentation to ensure it meets business needs
• Participate in User Acceptance Testing and User Training, as needed
• Facilitate and accelerate the interpretation of business stakeholder input into developer ready documentation

Knowledge, Skills and Abilities / Competencies
• Experience gathering and documenting business requirements
• Experience in writing detailed Business Requirements and Functional Design documentation
• Experience working directly with senior stakeholders to determine improved business solutions
• Has worked on cross functional teams
• Created process flow diagrams and documented experience with VISIO to create BPMN diagrams
• Excellent verbal and written communication skills
• Good knowledge of business processes
• Experience delivering and leading end user training sessions
• Ability to create user training documentation
• Ability to conduct Instructor Led Training
• Ability to participate in User Acceptance Testing
• Knowledge of Agile methodologies (SCRUM)
• Some in-state travel maybe required

Minimum Education and Experience Requirements
Bachelor’s degree from appropriately accredited institution in a discipline related to the area of assignment with two years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.
