Business Analyst (CBAP/CCBA/IIBA) with user centered design, UAT and Visio Experience

(1) Minimum Requirements
(a) Experience with large and complex enterprise system implementations with more than 1000 users
(b) Five (5) years of information technology experience such as consulting, analyzing, designing, managing projects, or providing customers with technical support and consultation
(c) Five (5) years of direct experience in performing business analysis functions including:
• Elicitation and documentation of business requirements, user centered design, development of design documents, use cases, user acceptance testing, and training materials
• Acting as a liaison between business and technical staff
• Performing critical analysis of complex systems and business processes, functions, inputs and outputs and visually documenting those processes
• Effective oral communication skills, effective presentation skills, ability to conduct effective interviews, effective listening skills, ability to resolve issues, effective written material, logical organization, concise and readable
• Experience in using process diagraming tools such as Microsoft Visio

(2) Desired Requirements
(a) Hold a Certified Business Analyst Professional (CBAP) certification
(b) Hold a Certification of Competency in Business Analysis (CCBA) certification
(c) Hold an International Institute of Business Analysis (IIBA) certification
(d) Experience in the analysis, documentation, and implementation of a Washington State implementation and/or of a time, leave and scheduling management system.

(1) General Responsibilities
The general responsibilities of the Business Analyst(s) will include but shall not be limited to the following:
(a) Reviewing and assembling existing project documentation;
(b) Facilitating future state business process mapping sessions based on existing as-is documentation;
(c) Documenting future state business process and facilitating the approval process;
(d) Performing requirements elicitation and validation sessions, documenting requirements, facilitating the approval process;
(e) Developing the functional design documents and then facilitating the review and approval processes;
(f) Supporting the validation of the configuration;
(g) Supporting the development of the test plan, testing scripts and execution;
(h) Updating business processes and designing documentation as necessary; and
(i) Supporting the development of key project deliverables (such as the go-live cutover task plan).

(2) Roles and Responsibilities of BA
The roles and responsibilities of the Business Analyst(s) will include but shall not be limited to the following:
(a) Identifying and understanding customer business goals and objectives;
(b) Identifying and working closely with subject matter experts and other key stakeholders to produce the scope of work;
(c) Facilitating meetings and working sessions as needed;
(d) Performing documentation of the scope of work items at a high quality based on industry standard;
(e) Acting as the liaison between the business subject matter experts and the project/vendor teams; and
(f) Actively supporting the agency, project team, selected vendor and other key stakeholders to ensure the success of the new solution.
d. Minimum and Desired Work Requirements and Qualifications
A Minimum Requirement is an essential DSHS need that must be met by the Bidder.
Minimum requirements are scored as pass or fail based on the presence of the required experience. Bidder/Staff not fulfilling ALL minimum requirements will be disqualified from the solicitation process.
