Business Analyst with business case development, office365/cloud cost benefit analysis and financial analysis experience

The NC Office of Information Technology Services (OITS) is seeking to fill a short term (approx. 1 – 2 month) contractor assignment. The selected candidate will be responsible for the development of a detailed, enterprise-wide business case to evaluate the business drivers, alternatives and cost/benefit analysis for the program.
The activities will include facilitating and coordinating data gathering and analysis activities and leading a workgroup comprised of state agency leadership and financial representatives. The expected outcomes include the development of a detailed business case built upon current Rough Order of Magnitude projections for the Office365 Program. Business case scope is statewide enterprise requiring interaction across state agencies as a representative of the Office of the State CIO. The candidate will also facilitate weekly meetings of a workgroup in order to validate assumptions, costs, savings, and all components of the business case.
• Demonstrated experience developing detailed business case. (sample work expected for evaluation) Demonstrated experience with evaluating business benefits and alternatives for Office365 migration/adoption and understanding of the costs and benefits associated with a cloud solution
• Experience with facilitation of a workgroup of financially-focused representatives
• Demonstrated ability to produce detailed financial analysis and distil into Executive dashboards and briefing materials
• Solid communication skills interacting at all levels of an organization
