EVV is a computer-based system that verifies the occurrence of authorized personal attendant service visits by electronically documenting the precise time a service delivery visit begins and ends. Texas requires EVV for certain Medicaid funded home and community-based services provided through HHSC and managed care organizations (MCOs).

The project scope of work will involve managing multiple business and automation projects for the HHSC EVV Program. The scope includes projects to enhance or modify the Texas EVV business process and systems in response to the 21st Century Cures Act Expansion in 2021; develop plans for Phase 2 of the Cures Act in 2023 for new program providers; and complete required ongoing compliance reporting to the Centers for Medicare & Medicaid Services (CMS). The Worker will oversee the expansion of state-directed Proprietary System Operators (PSOs) who are in stages of implementation; readiness reviews and onboarding of their own EVV system in 2021; and PSO business rules. DAILY DUTIES / RESPONSIBILITIES:
Candidate should be expert coder in both visual interfaces and web services construction. This contract position is needed for ongoing development and support for the Early Care and Education systems. This position will also serve as a backup developer for the effort to migrate our SC Voucher process in to CCSS. This position may be assigned to additional system development projects as needed to support the Agency and the Early Care and Education program.
The Child Care Services System (CCSS) is a project that is replacing several different Child Care Systems with a newer framework that integrates functions and reporting into one system. This position will also play a role in the development efforts for the Child Care Services System and will assist in planning and integrating the SC Voucher and CACFP functions into the CCSS.
SC Voucher is an intranet application for children to receive payment vouchers attending quality rated child care providers. Attendance is logged within the system and quality rated child care providers receive payment. This is a federally funded program that is administered at the state level. This position will act as a back up to the lead developer and will be responsible for designing and implementing the processes and functions into CCSS. This position will participate in the modifications of all SC Voucher system components, and provide ongoing support for any needed changes and break/fix support for the SC Voucher’s daily use.

DESCRIPTION OF SERVICES: (Required)
The Department of Information Resources (DIR) requires the services of (1) Business Analyst-2, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Business Analyst-2 and the specifications outlined in this document for the Texas Health and Human Services .
All work products resulting from the project shall be considered “works made for hire” and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
All work regarding this project includes all activities necessary to support the successful completion of all deliverables required within the Department of State Health Services (DSHS) Public Health Application (PHA) services for IT Infrastructure Services and IT System Services for the redesign of the Texas Health Safety Network (TxHSN) system. DSHS had originally planned to update the current Maven based reporting system, however, due to ongoing quality issues with the system, DSHS will need to develop and implement a replacement system that meets new business requirements for the program. The replacement system will allow DSHS to improve reporting and tracking of Health Associated Infections (HAI’s) and enhance infection prevention activities that may prevent transmission of communicable diseases such as COVID-19 in healthcare facilities. The new system will also be augmented to track infection control assessment and response activities in response to COVID-19 pandemic or other infection prevention emergencies.

Duties:
